Sin embargo, esta protecci\u00f3n no se aplica en institutos estatales.<\/p>\n<p style=\"text-align: justify;\">\u201cCada peso de los trabajadores debe llegar a su destino\u201d, afirm\u00f3.<\/p>\n<p style=\"text-align: justify;\">Por su parte, el diputado del PRI, Gaspar Quintal Parra, present\u00f3 una propuesta para tipificar como delito el no depositar los descuentos de las cuotas al ISSTEY.<\/p>\n<p style=\"text-align: justify;\">El legislador se\u00f1al\u00f3 que esta pr\u00e1ctica constituye un acto de corrupci\u00f3n que afecta los derechos laborales y la estabilidad financiera del instituto.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-124440 size-full\" justify;\">El diputado subray\u00f3 que la retenci\u00f3n indebida de recursos no solo afecta al personal, sino tambi\u00e9n a la viabilidad financiera del instituto de seguridad social.<\/p>\n<p style=\"text-align: justify;\">Adem\u00e1s, plante\u00f3 que la iniciativa incluya sanciones proporcionales, multas, inhabilitaciones y un marco de responsabilidad dentro de los delitos por hechos de
