incluy\u00f3 a Morena, PT, PVEM, PRI y Movimiento Ciudadano, el Congreso de Yucat\u00e1n aprob\u00f3 la iniciativa del gobernador Joaqu\u00edn D\u00edaz Mena para reformar la Ley del ISSTEY, dejando al PAN como el \u00fanico partido que vot\u00f3 en contra.<\/p>\n<p style=\"text-align: justify;\">La sesi\u00f3n, que inici\u00f3 a la 1:35 de la tarde y concluy\u00f3 a las 2:59 pm en un ambiente de alta expectativa, registr\u00f3 24 votos a favor de la reforma y 11 en contra, todos provenientes de la bancada panista.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-125389\" src=\"https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2025\/10\/Congreso_Reforma_Isstey-4-scaled.avif\" alt=\"\" width=\"768\" height=\"530\" justify;\">La diputada Itzel Falla Uribe justific\u00f3 su inasistencia, lo que consolid\u00f3 la mayor\u00eda calificada necesaria para modificar el ordenamiento.<\/p>\n<h3 style=\"text-align: justify;\"><strong>Se reforma una ley promovida por Mauricio Vila\u00a0<\/strong><\/h3>\n<p style=\"text-align: justify;\">En la llamada \u201cLey Vila\u201d de 2022 se establec\u00edan condiciones m\u00e1s restrictivas para los trabajadores del estado: la jubilaci\u00f3n s\u00f3lo era posible a los 65 a\u00f1os y tras 35 a\u00f1os de cotizaci\u00f3n, sin distinci\u00f3n entre hombres y mujeres.<\/p>\n<p style=\"text-align: justify;\">Adem\u00e1s, las pensiones se calculaban con base en un \u201csalario regulador\u201d, equivalente al promedio de los \u00faltimos 20 a\u00f1os de aportaciones, lo que reduc\u00eda su monto real.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-125391\" src=\"https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2025\/10\/Congreso_Reforma_Isstey-3-scaled.avif\" alt=\"\" width=\"768\" height=\"512\" justify;\">Tambi\u00e9n increment\u00f3 las cuotas laborales hasta el 15% y al instituto se le\u00a0 cuestion\u00f3 su falta de transparencia y manejo discrecional de recursos.<\/p>\n<p style=\"text-align: justify;\">La nueva reforma aprobada revierte esas medidas al reducir la edad de jubilaci\u00f3n a 55 a\u00f1os con 15 de servicio y fijar los a\u00f1os de cotizaci\u00f3n en 30 para hombres y 28 para mujeres.<\/p>\n<p style=\"text-align: justify;\">Las pensiones ahora se calculan con el salario promedio de los dos \u00faltimos a\u00f1os, se congelan las cuotas en 11% hasta 2030 y se blindan las reservas del ISSTEY.<\/p>\n<p style=\"text-align: justify;\">Con estos cambios, el gobierno estatal busca garantizar justicia social, sostenibilidad y certeza laboral para m\u00e1s de 42 mil trabajadores yucatecos.<\/p>\n<h3><strong>Sesi\u00f3n hasta el tope<\/strong><\/h3>\n<p style=\"text-align: justify;\">La sala de sesiones del Congreso estaba abarrotada con m\u00e1s de 160 personas \u2014su capacidad m\u00e1xima de aforo\u2014, mientras afuera decenas de ciudadanos que no pudieron ingresar al recinto siguieron el debate a trav\u00e9s de aparatos de sonido instalados especialmente para la ocasi\u00f3n.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-125392\" src=\"https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2025\/10\/Congreso_Reforma_Isstey-1-scaled.avif\" alt=\"\" width=\"768\" height=\"576\" justify;\">El l\u00edder de la bancada de Morena, Wilmer Monforte Marfil, defendi\u00f3 la iniciativa con se\u00f1alamientos duros hacia la administraci\u00f3n anterior. Monforte afirm\u00f3 que el ISSTEY se hab\u00eda convertido en \u00abla caja chica del Gobierno del Estado\u201d y denunci\u00f3 que los recursos se mal utilizaban al comprar \u00abcamionetas blindadas que en nada beneficiaban a los trabajadores\u201d.<\/p>\n<p style=\"text-align: justify;\">En su discurso, el legislador morenista argument\u00f3 que la reforma busca \u00abcorregir inequidades\u00bb y adaptarse a la realidad financiera del instituto.<\/p>\n<p style=\"text-align: justify;\">Por su parte, el diputado panista Roger Torres sali\u00f3 en defensa de la ley vigente y rebati\u00f3 los argumentos sobre la inexistencia de recursos en el ISSTEY.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-125390\" src=\"https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2025\/10\/Congreso_Reforma_Isstey-2-scaled.avif\" alt=\"\" width=\"768\" height=\"512\" srcset=\"https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2025\/10\/Congreso_Reforma_Isstey-2-scaled.avif 768w, https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2025\/10\/Congreso_Reforma_Isstey-2-1536x1024.avif 1536w, https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2025\/10\/Congreso_Reforma_Isstey-2-2048x1365.avif 2048w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/p>\n<p style=\"text-align: justify;\">Torres detall\u00f3 las cifras exactas que dej\u00f3 la administraci\u00f3n anterior, utilizando calificativos para describir la reforma propuesta por el Ejecutivo estatal.<\/p>\n<p style=\"text-align: justify;\">El legislador de Acci\u00f3n Nacional cuestion\u00f3 la legitimidad de modificar una normativa que contaba con el respaldo de la Suprema Corte y advirti\u00f3 sobre las consecuencias que esta decisi\u00f3n podr\u00eda tener para los derechos laborales de miles de trabajadores.<\/p>\n<h3 style=\"text-align: justify;\"><strong>El PRI a favor, pero con cuestionamientos<\/strong><\/h3>\n<p style=\"text-align: justify;\">El diputado priista Gaspar Quintal Parra manifest\u00f3 un respaldo a la reforma al advertir que el dictamen \u201cno garantiza plenamente el principio de justicia social ni restituye de manera integral los derechos de las y los trabajadores al servicio del Estado\u00bb\u201d.<\/p>\n<p style=\"text-align: justify;\">Lament\u00f3 que el Congreso no incluy\u00f3 las propuestas presentadas por diversos sindicatos durante el Parlamento Abierto, como la eliminaci\u00f3n de la desigualdad en el incremento anual de las pensiones planteada, el reconocimiento de a\u00f1os de servicio de trabajadores del Colegio de Bachilleres y la reincorporaci\u00f3n de la reserva de derechos de aportaciones para cesant\u00eda.<\/p>\n<p style=\"text-align: justify;\">El legislador priista critic\u00f3 que el dictamen no contempla propuestas de su partido como la reducci\u00f3n de la cuota de aportaci\u00f3n de los trabajadores al 8% en lugar del congelamiento temporal al 11% hasta 2030<\/p>\n<p style=\"text-align: justify;\">\u00a0Y advirti\u00f3 que \u201cde forma m\u00e1s lamentable\u201d la reforma entrar\u00e1 en vigor hasta el 1 de enero de 2026, perpetuando inequidades que contribuyen \u201ca la desconfianza hacia las instituciones encargadas de administrar la seguridad social\u00bb.<\/p>\n<p style=\"text-align: justify;\">En el momento en que se anunci\u00f3 la aprobaci\u00f3n de la reforma, los l\u00edderes de diversos sindicatos de bur\u00f3cratas presentes en la sala rompieron en aplausos.<\/p>\n<p style=\"text-align: justify;\"><em><strong>ACOM<\/strong><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>El PAN, el \u00fanico partido que vot\u00f3 en contra;
