{"id":132976,"date":"2026-10-26T11:38:55","date_gmt":"2026-10-26T17:38:55","guid":{"rendered":"https:\/\/reporteroshoy.mx\/noticias\/?p=132976"},"modified":"2026-10-26T11:38:55","modified_gmt":"2026-10-26T17:38:55","slug":"asf-observaciones-iepac-yucatan-2024","status":"publish","type":"post","link":"https:\/\/reporteroshoy.mx\/noticias\/asf-observaciones-iepac-yucatan-2024\/","title":{"rendered":"IEPAC sigue sin aclarar \u201cobservaciones\u201d por 40.5 millones de pesos de 2024"},"content":{"rendered":"<p style=\"text-align: justify;\">El Instituto Electoral y de Participaci\u00f3n Ciudadana de Yucat\u00e1n (<strong><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.iepac.mx\/\">IEPAC<\/a><\/span><\/strong>) mantiene pendientes de solventar observaciones por 40 millones 476 mil 800 pesos, relacionadas con la adquisici\u00f3n de materiales electorales, la operaci\u00f3n del Programa de Resultados Electorales Preliminares (PREP) y la compra de combustible durante las elecciones de 2024, de acuerdo con los resultados de la Auditor\u00eda Superior de la Federaci\u00f3n (ASF).<\/p>\n<p style=\"text-align: justify;\">Hasta la revisi\u00f3n m\u00e1s reciente de documentos disponibles p\u00fablicamente, las presuntas irregularidades corresponden al ejercicio fiscal 2024 y forman parte de la auditor\u00eda 2024-A-31000-19-2134-2025, que deriv\u00f3 en el Pliego de Observaciones 2024-A-31000-19-2134-06-001, por probable da\u00f1o a la Hacienda P\u00fablica.<\/p>\n<p style=\"text-align: justify;\">La ASF determin\u00f3 que la documentaci\u00f3n presentada por el organismo electoral no fue suficiente para solventar los se\u00f1alamientos. Los informes consultados no acreditan que posteriormente hayan sido aclarados o al menos no se ha hecho p\u00fablico el proceso de aclaraci\u00f3n.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-132977 aligncenter\" src=\"https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2026\/10\/Iepac-scaled.avif\" alt=\"\" width=\"768\" height=\"432\" srcset=\"https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2026\/10\/Iepac-scaled.avif 768w, https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2026\/10\/Iepac-1536x864.avif 1536w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/p>\n<h3 style=\"text-align: justify;\"><strong>Material electoral y PREP, entre los principales pendientes<\/strong><\/h3>\n<p style=\"text-align: justify;\">El primer se\u00f1alamiento corresponde a 26 millones 505 mil 300 pesos, del contrato IEPAC-LPN-001-2024, destinado a la adquisici\u00f3n de documentaci\u00f3n sin emblemas y materiales electorales para la jornada del 2 de junio.<\/p>\n<p style=\"text-align: justify;\">La ASF identific\u00f3 que el instituto no present\u00f3 las actas de entrega-recepci\u00f3n de la totalidad de los bienes contratados. Las actas parciales y dem\u00e1s documentos aportados no permitieron acreditar las cantidades recibidas.<\/p>\n<p style=\"text-align: justify;\">Otro pendiente corresponde a 9 millones 250 mil pesos del contrato IEPAC-LPN-002-2024, relacionado con el dise\u00f1o, implementaci\u00f3n y operaci\u00f3n del PREP.<\/p>\n<p style=\"text-align: justify;\">Aunque el IEPAC entreg\u00f3 un informe final, no present\u00f3 la memoria t\u00e9cnica y estad\u00edstica de cada elecci\u00f3n distrital y municipal, documentaci\u00f3n establecida en la cl\u00e1usula novena del contrato.<\/p>\n<h3 style=\"text-align: justify;\"><strong>Combustible y registros contables bajo investigaci\u00f3n<\/strong><\/h3>\n<p style=\"text-align: justify;\">La tercera observaci\u00f3n comprende 4 millones 721 mil 500 pesos por adquisici\u00f3n de combustible. Durante la revisi\u00f3n, la ASF encontr\u00f3 facturas que registraban importes de cero pesos y documentaci\u00f3n insuficiente para acreditar el suministro y destino de los recursos.<\/p>\n<p style=\"text-align: justify;\">Adicionalmente, el IEPAC enfrenta se\u00f1alamientos por deficiencias en sus registros contables, debido a que no separ\u00f3 adecuadamente las participaciones federales de otras fuentes de financiamiento.<\/p>\n<p style=\"text-align: justify;\">Durante 2024 recibi\u00f3 463 millones 691 mil 600 pesos de participaciones federales, pero report\u00f3 erogaciones por 479 millones 837 mil pesos, que inclu\u00edan 16 millones 145 mil 400 pesos de otros recursos.<\/p>\n<p style=\"text-align: justify;\">Este incumplimiento origin\u00f3 el expediente administrativo DAJIA\/INV\/ASF-89\/2025, integrado por la Secretar\u00eda Anticorrupci\u00f3n y Buen Gobierno de Yucat\u00e1n para determinar posibles responsabilidades.<\/p>\n<p style=\"text-align: justify;\">La observaci\u00f3n contable no tiene un da\u00f1o patrimonial cuantificado, a diferencia de las tres contrataciones incluidas en el pliego de la ASF.<\/p>\n<p style=\"text-align:
