{"id":90580,"date":"2022-08-11T16:24:51","date_gmt":"2022-08-11T21:24:51","guid":{"rendered":"https:\/\/reporteroshoy.mx\/noticias\/?p=90580"},"modified":"2022-08-11T16:24:51","modified_gmt":"2022-08-11T21:24:51","slug":"suprema-corte-otorga-facultades-para-que-los-estados-regulen-los-mototaxistas","status":"publish","type":"post","link":"https:\/\/reporteroshoy.mx\/noticias\/suprema-corte-otorga-facultades-para-que-los-estados-regulen-los-mototaxistas\/","title":{"rendered":"Suprema Corte otorga facultades para que los estados regulen los mototaxistas"},"content":{"rendered":"<p style=\"text-align: justify;\">M\u00e9rida, Yucat\u00e1n, 11 de agosto de 2022 (ACOM). -La Suprema Corte de Justicia de la Naci\u00f3n (SCJN) aval\u00f3 las facultades de los gobiernos estatales para regular el servicio de mototaxis, materia donde los municipios solo tienen atribuciones para ser consultados, pero no para tomar decisiones.<\/p>\n<p style=\"text-align: justify;\">\u00a0El pleno de ministros resolvi\u00f3 tres controversias constitucionales promovidas por los municipios de Cuauht\u00e9moc, Comala y Villa de \u00c1lvarez en contra de un acuerdo del gobierno de Colima para realizar operativos de seguridad y asegurar mototaxis, en cualquier vialidad de jurisdicci\u00f3n estatal.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-74937\" src=\"https:\/\/reporteroshoy.mx\/noticias\/wp-content\/uploads\/2021\/10\/MOTUL_CHOQUE-DE-MOTOTAXIS-2.jpg\" alt=\"\" width=\"768\" height=\"553\" \/><\/p>\n<p style=\"text-align: justify;\">El ministro Javier Laynez, ponente del primero de estos asuntos, explic\u00f3 que en el 2020 se modific\u00f3 la Constituci\u00f3n para incluir el derecho a la movilidad y que al a\u00f1o siguiente se emiti\u00f3 la ley general en la materia, la cual distribuy\u00f3 competencias entre autoridades estatales y municipios, dejando en las primeras la facultad de expedir licencias y autorizaciones para veh\u00edculos de transporte de pasajeros.<\/p>\n<p style=\"text-align: justify;\">Por lo menos, se sabe que en M\u00e9rida circulan m\u00e1s de 8 mil unidades de este tipo y que operan en los alrededores de colonias populares de la ciudad, b\u00e1sicamente en las zonas donde se ubican supermercados.<\/p>\n<p style=\"text-align: justify;\">En la zona metropolitana y en el interior del estado el mototaxi es el veh\u00edculo de traslado por excelencia, el m\u00e1s accesible para los bolsillos de los usuarios, m\u00e1s del 90 por ciento de ellos son dise\u00f1adas por sus propietarios, algunos hasta luces tienen como arbolitos de navidad, como sucede en Kanas\u00edn.<\/p>\n<p style=\"text-align: justify;\">\u00a0Tambi\u00e9n es el veh\u00edculo m\u00e1s demandado en el sur de la entidad: Ticul, Tekax, Muna, Opich\u00e9n, entre otros. La responsabilidad de la elaboraci\u00f3n del reglamento recae en el Instituto de Movilidad y Desarrollo Urbano (IMDUT).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Los municipios solo tienen
